Articulate's Labs documentation says Rise 360 Connected Packages currently support SCORM 1.2 and 2004. Honen's live packages are live by default. It would be wrong to say no other tool offers connected updates.
When each tool can fit

Use Honen when you want to start with approved documents, make a course with a tutor, and maintain one live source for later launches. Use Articulate Storyline for a course that needs detailed custom interactions and branching designed by an author. Use iSpring Suite when a PowerPoint-centered workflow, slide fidelity, or its quiz and simulation tools fit the team. iSpring describes its authoring and AI features.
Workday Learning also has its own evolving authoring options, including Workday Learning powered by Sana. Check what your tenant includes before buying another tool.
Apply the same content review
Whatever tool you choose, check every fact and assessment answer. Use short, active sentences and consistent terms for technical procedures. Honen can help draft and review a controlled-language style. A qualified editor must check the approved dictionary, ASD-STE100 rules, and domain terms. No entry in this table proves ASD-STE100 conformance.
Test launch, completion, score, time, and resume in Workday. SCORM sends values through the open browser session; it does not send server-to-server grades after exit.
