Most defense organizations talk about digital transformation in terms of strategy decks and reorganization charts. ATEC is actually doing it, and the specifics are worth understanding. This course walks through what Brian Kelly's team built: a data mesh running on Azure IL5 and IL6, enterprise services funded centrally so thousands of people don't solve the same problems independently, and a Common Reference Model that wraps authoritative sources in REST APIs instead of leaving analysts to hunt through binders. The harder problem isn't the technology. It's the organizational logic underneath it. Kelly's charter covers not just test and evaluation data but all ATEC business and staff data. The AEC and OTC merged into OEC. A Digital Modernization Directorate stood up separately. Six PAEs replaced the old PEO structure, each with CPEs underneath and T&E integrators embedded directly. Understanding why those moves happened is what makes the technical pieces make sense.
